Enacted in October 2021, North Carolina House Bill 951 requires the North Carolina Public Service Commission to take all reasonable steps to achieve a 70% reduction in 2005 carbon emissions levels by 2030 and carbon neutrality by 2050. In July 2021, Executive Order 218 set a target of 2.8 GW of offshore wind by 2030 and 8.0 GW by 2040.
